Can California Civil Code 827 be used to enforce mandatory renters insurance?

Recently my landlord sent tenants a letter stating we have to buy renter's insurance, stating that California Civil Code 827 allows them to do this. Looking it up, I see 827 is about rent increased, not renter's insurance (and nothing about anything being mandatory). When I signed the lease with them, I was not required to pay for renter's insurance, but they claim that terms have changed and now I am obligated to pay this, and if I don't, may destroy my credit. So i made a mistake. I was stopped last night and cited by a law enforcement officer for no proof of insurance. I had an idea that my insurance was no longer valid due to it overdrafting from my account when i had no money. so i contacted the insurance company and now they will NOT re-instate the insurance policy due to the fact that i have had two bad overdrafts with them. However now i am hearing im going to loose my license...... So i was told by the driver license department that if i go out now and get an SR22 qualifying insurance plan with a different company, that when i walk into the justice court payment window, they will not take away my license from me? however justice court states that my license will get taken away and i have to bring the proof of insurance to the DMV............and get my license back. Hello all, i'm looking for car insurance on gocompare.com site and if i'm taking the insurance on my own name, the price comes up at 1,200 for a 1995 Ford Fiesta LX 1.2. I am 20 years old, male and held the licence for 1 year (1 year and 6 months to be exact) and have 0 NCB. Now, here is where the 'cheap' part comes in. The 1,200 was ON me as a prosper and owner of the car. If i put my step dad as first driver (main) and me as an additional driver (second) it comes up as 1,500 for insurance. How is that possible? Is it possible to get the insurance companies I quoted with to give me information on why they quoted me at the rates they did. This has been incredibly disheartening. I guess I will stick with my current provider for about 1800 every 6 months.

I've got my driving test in September, and if I pass I would love to buy a car. I was thinking about getting monthly car insurance as this would be easier for me. Now I know that you need insurance before you can buy a tax disc. My car would also be parked on the road outside my house. My question is, if I decide to not use my car for a month do I still need to buy insurance for that month. I know if the vehicle is parked on the road you must have a valid tax disc, but I was unsure whether I need to be insured as well even if I'm not using the car?
